La Semaine Federale

My wife have just registered to take part in La Semaine Federale in Orleans this year. As part of the registration, we were asked if we were licensed to a foreign cycle touring body. Does being a member of the Tandem Club count? Would membership of the local cycling club count?

If not, can anyone suggest what does.
