front pannier racks and bags

We are looking to add front panniers to our tandem set up. We toured last year with back panniers and trailer and found we needed a dedicated empty space for putting waterproofs and flapjack. We're off around Yorkshire in June for this year's tour so can anyone recommend any basic racks and bags that don't cost the earth? We are budget tourers. Tandem is a Viking with 26" wheels.

SJS have some panniers for under a tenner. Not sue of the quality but I guess they'd be fine for flapjack wrapped up in a plastic bag. They call them rear panniers but at 15 litres might fit the front.

We use the SJS panniers on our tandem for day trips to keep “stuff” in them. Also have another pair on the shopping bike. Fine for the money.

On longer trips the Ortliebs come out. They are bigger and waterproof. The SJS ones are ok for showers but not downpours. They also are a bit floppy when empty but perfectly ok for occasional use. 

They work fine on a Tubus Tara front rack.
