Is this a genuine Holdsworth tandem?

Acquired this tandem frame recently. Has Holdsworth decals on it but I'm not convinced. Pics attached, but for info, both seat tubes are 27.2mm. Seat stay caps look to be 1930s, but threads (bottom bracket) are both 1.37x24tpi. Headset is NOT a clip type, steerer has no cutouts for a clip headset to work, and as brackets aren't oversized this suggests post-WW2. Rear bottom bracket width is 75mm. Frame number (on non-drive-side pilot's seat lug) is 852. Thee are cantilever braze-ons front and rear, but I suspect they may be 'late additions'. There are no headtube badge holes. Any thoughts?
