Atom Drum Brake Advice

Just spent this afternoon doing maintenance on an 'Atom' drum brake.
I removed most of the rust from the internal breaking surface and ruffed up the shoes with some sandpaper. I also removed / greased / re-assembled the small actuator, replaced the shoes and re-fitted wheel to tandem.
I have the cable as tight as can be with some slight rubbing in off posi.
Now, when applying it certainly works better than before but not as well as I expected. Googling about I have read that a 'drag brake' is intended for long downhills when the rim brakes would fade. My question is : Am I expecting too much from this setup or should I replace cable inner and outer too ?
Any advice appreciated particularly if it relates to direct personal experience of drum brakes. Thank you.
