Wobbly rear cassette

Can anyone help me.
I have a Dawes Galaxy Twin with a wobbly rear cassette. It was first spotted when I took it to a local bike shop for a service hoping they could resolve the problem of slipping gears which I was encountering when I changed into a low gear.
The cassette seems to have a bit of play in it after tightening down the central nut. I tried another cassette in case it was a problem with the cassette but it made no difference.
I have since noticed that when I spin the wheel the cassette seems to wobble or kick from side to side.
I don't have much of an idea about the make up of the free wheel, bearings or even the axle on a quick release hub so cannot really work out what can be easily changed or where I should start looking for a solution.
The bike shop offered to weld it up which seems a very heavy handed approach to solve the problem.
I have an SRAM 7.0 9 speed cassette with a Shimano LX Deore mega drive train using a PC951 SRAM chain. I am not sure what make the hub is though.
What is my best cause of action. Replace the wheel, Replace the axle, or have the wheel rebuilt with a new hub?
Any suggestions or comments would be appreciated.
