Clearance of rear sprocket

I have a Dawes Galaxy tandem that Iíve recently purchased. It has been used very lightly but I am concerned at the lack of clearance between the rear forks and the smallest sprocket at the rear drop out. Iíve just put a new tyre on the rear and found it impossible to remove the wheel without damaging the paintwork. There is virtually no clearance when the chain is on the rear sprocket and therefore I have removed one of the sprockets from the cassette and now have a 6 speed block instead of 7. Placing a suitable washer on the axle makes it very difficult to put the wheel back in polace. Is this a common problem?
