New Regs in France on High Visibility Clothing

I have just returned from a trip cycling with L'Union Cyclotouriste Domontoise (Domont is Shepshed's twin town). During the trip I learnt of a new regulation, effective 1st September 2008, that will impact Tandem Club Rallies in France in the future.
Now the wearing of high visibility clothing is mandatory after dusk.
This impacts rallies for evening events, eg at 2003 at Moyaux, there was a cider tasting evening and many would off returned after dusk, in 1998, also in Moyaux there was a Normandie supper which meant all attendees rode back in the dark.
It would help if an appropriate person in the club and also the CTC could check into this further and report back in the Journal
